the majority of it was created by lots of gradients, filters and a pic of a snowflake and text.the light blue area was done with a mixture of camera lense effect and a guassian blur and paint bucket. the red and white circles were from a gradient also and paintbucket of dark blue with filters and blur to creat the background.
